Log is an important resource product. China is a major importer of timber and a major producer and consumer of timber in the world. With the development of China’s economy and the continuous improvement of people’s living standards, the demand for wood products has increased rapidly. Because there are many countries of origin of logs and various kinds of imported logs, the kinds of harmful organisms carried by logs are complex and diverse, which leads to severe epidemic situation and poses a great threat to forest resources and ecological environment security in China.

Check the basic process

According to the inspection requirements of the General Administration of Customs for imported logs, a total of 18 items are included in the inspection of logs.

Among them, the focus is on the inspection of vector pests.

Quarantine items:

(1) bark;

(2) Prohibited articles such as soils;

(3) All kinds of harmful symptoms, such as holes, borers, feces, wormways, ant tracks, blueness, decay, sap, lesions, diseases, etc.

(4) Hazardous organisms in different living conditions, such as living insects, cocoon pupae, galls, hyphae, fruiting bodies and other organisms that can be carried and disseminated with wood;

(5) snakes, rats and other animals;

(6) Sawn timber and wood-based panels entering and leaving the country shall be quarantined together with wooden packaging or liners.

Quarantine treatment

If the inspection is not qualified

(1) Animals such as rats and snakes are found in containers;

(2) carrying soil;

(3) Those who declare that they do not carry bark and have been peeled after quarantine inspection, but that the amount of the peeled bark exceeds the prescribed standards;

(4) The discovery of living pests without peeling logs;

(5) If peeled logs and sawn timber are found to be quarantinable pests in vivo or pests specified in bilateral quarantine agreements;

In the above case, fumigation is carried out at the wood inspection site under the supervision of the inspection and quarantine department.

(1) Failure to provide a valid certificate of plant quarantine or certificate of origin issued by the official inspection and quarantine organs of the exporting countries and regions; the certificate of plant quarantine is a false certificate or a altered certificate;

(2) Declaring that no bark has been taken and that no peeling has been done after quarantine inspection;

(3) It is found that soil, quarantinable harmful organisms and other prohibited imports are carried and there is no effective quarantine treatment method.

In the above case, the shipper or his agent shall be notified to handle the return or destruction of the goods.
