In recent years, China has been strengthening environmental protection. From December 31, 2018, the import of waste plastic solid waste will be stopped. According to customs statistics, in the first half of 2019, the import volume of recycled plastics was 2.354 million tons, and the import value was 2.17 billion US dollars, up 74.7% and 87.5% respectively year on year.
Recycled plastic refers to the primary shape plastic raw material obtained by pretreatment, melt granulation, modification and other treatment of waste plastic, which is the product of reuse of waste plastic.Guangzhou Customs seized a batch of solid wastes of waste plastics (mixed particles of benzoic acid diphenol copolymer and polypropylene) which were forbidden to be imported.
Main uses of recycled plastics
Recycled plastics, as the product of recycling waste plastics, are generally not used as the main materials because of the limited performance of some materials in the processing process, but more mixed in the plastic raw materials. At present, recycled plastics are widely used in textile, automobile, packaging and consumer electronic products. For example, recycled polycarbonate (PC) is more common in household appliances, automobiles, plates, modified (including plastic alloy) and other industries; recycled polyamide (PA) is widely used in automobile, electronic appliances, medical devices, textile and other industries.
Tariff rate
Among the main imported recycled plastics, the most favored nation tariff rate of import tariff is 6.5%, part of which is 2.2%, 3.3%, 10% and 12%.

Matters needing attention
(I) clearly declare such elements as “product name”, “source of base material” and “whether it is recycled material”
Product name, in order to distinguish recycled plastics from plastic raw materials, recycled plastics need to indicate “recycled” in the product name. For example, the declared product name of PET raw material particle is “pet particle”, and the declared product name of pet recycled material is “pet particle (regeneration)”.
Source of base material. It refers to the origin of the raw materials for the production of certain goods. If it is plastic raw materials, it can be declared as “oil”; for recycled materials, fill in the raw materials for the production of such recycled materials, for example, polystyrene recycled particles declare the source of the bottom material as “TV case”.
